ORF 2 Europe, abbreviated as ORF 2E, is the "free to receive", that is, non- encrypted , television program from ORF 2 of the Austrian Broadcasting Corporation in the regional variant of Vienna (ORF 2 W) on its own broadcasting slot. However, ORF 2E is not licensed as an independent program from the Austrian media regulatory authority RTR .

The transmitter

Since the ORF only acquires the broadcasting rights for Austria for third-party productions , the channels ORF one and ORF 2 are only broadcast via satellite with basic encryption. The necessary hardware for decoding is only available within Austria. In order to still offer interested parties abroad the opportunity to receive ORF's own productions, these have been broadcast unencrypted via ORF 2 Europe since July 5, 2004. The broadcasting of the television programs of the ORF via satellite has been carried out exclusively digitally since its start in January 1998.

From 6 a.m. to around 0.30 a.m., all ORF in-house productions and broadcasts of ORF 2 that are unobjectionable under copyright law are broadcast in parallel. Vienna today can be seen as a regional program from 7:00 p.m. In contrast to the national program version, the news program Zeit im Bild at 7:30 p.m. is presented in Austrian sign language .

The start page of ORF-2-Europe- Teletext can be seen during a broadcast without Europe-wide rights . At the same time, the Austrian cultural radio station Ö1 can be heard during this period . In future, the ORF will close the program gaps with copyright-free content, as already in a similar form from 1997 to 2000 in what was then abroad program ORF satellite happened. Since January 1, 2006, Austrian advertising may be shown unencrypted across Europe. That is why there is no longer a teletext board to be seen during the commercial breaks.

Legal basis

The public mandate to the ORF to broadcast ORF 2 Europe has been laid down in the newly introduced Paragraph 4d of the Federal Act on Austrian Broadcasting (ORF Act) under the heading "Broadcasting a television program for the European audience" since the broadcasting law reform in 2010. There it is defined that the program to be broadcast "consists primarily of information, educational and cultural programs as well as sophisticated entertainment and is suitable for presenting Austria in Europe". Gaps arising for legal reasons may be closed with repetitions from other ORF television programs that “contain information about Austria or reflect Austrian culture, language, history or Austrian social life”, but expressly not with first broadcasts or advertising. To this day, however, the ORF has not made use of this right.

Logos

The current logo of the main channel itself always acts as the corner logo, while the ORF 2 logo itself is also used during the program preview. The widespread ORF 2 Europe logo with a white E attached on a blue background is unofficial in nature and is rejected by ORF.
