Saly Portudal is a seaside resort in the Mbour department in the Thiès region , in western Senegal on the Atlantic coast of Petite-Côte .
Geographical location
Saly Portudal is located in the central section of the populous Petite-Côte. The city borders, 55 kilometers from Dakar , on the Départementprefecture Mbour , with which it has grown together through structural expansion to the southeast.
When the city was founded, the boundaries of the urban area were only set in general terms and the exact course of the boundary has not yet been clarified. Only the eastern border along the N 1 is clearly defined. It is difficult to determine the other boundaries of the city of Saly Portudal with Mbour, Gandigal and Ngaparou.
history
The village of Saly first gained importance when Portugal began to build trading post offices along the coast in the 15th century for trade with West Africa. This included the Rio fresco ( Rufisque ) in the kingdom of Cayor because of its good water , Joal in the kingdom of Sine and in between just Sali in the kingdom of Baol , which they called Sali de Portugal or Forte de Portugal , because it was one of the fortifications Base acted. The current version of the name developed from this. When the French colonial power ousted Portugal from this part of the coast, the Teigne of Baol allowed the construction of a French fort with a military garrison in Saly Portudal in 1859.
Since 1984 Saly has been developed as a seaside resort for tourism and has seen an enormous economic upswing.
The meanwhile strongly grown place Saly Portudal was separated from the Communauté rurale Malicounda in 2008 and received the legal status of a Commune (city).
Most of the urban area is under the jurisdiction of the Société d'Aménagement et de Promotion des Côtes et zones touristique du Sénégal (SAPCO). This company commands the ownership of plots of land that cover a total area of 620 hectares and which it can dispose of completely independently of the Conseil municipal . In Saly Portudal there is a special situation that the SAPCO forms a kind of city within the city .
Incidentally, urban development is facing great difficulties resulting from unclear land ownership. This began in 1999 when the Malicounda rural community lost control of the orderly management of land register files. Since then, and also after the founding of the city of Saly Portudal, decisions about the ownership of land have been made without knowing the property titles resulting from old laws, which of course offers the potential for many disputes.

The national road N 1 touches the eastern outskirts of Saly Portudal. It connects the city to the northwest with the major cities of the Dakar metropolitan region and to the east with Mbour , Fatick , Kaolack , Birkelane , Kaffrine , Malem Hodar , Koumpentoum and Tambacounda and with the Malian border at Kidira .
Saly Portudal is connected to the international air transport network via Dakar-Blaise Diagne Airport, which is 26 km away .
economy
Saly Portudal is a seaside resort . Its geographical location on a seaside coast and its oceanic climate have attracted large hotel groups . In 2013 there were 14 hotels. There are also nightclubs, casinos , restaurants, handicraft shops and real estate agencies. The tourism sector not only brings a lot of foreign currency into the country and into the city, but also creates jobs. This makes the city attractive for people who are looking for work here, but also for those who want a place to live with a certain standard of living. The hotel and hospitality industry created the basis for a good development of the service sector . More and more banks, insurance companies, shopping centers, pharmacies etc. are offering their services. The art scene is developing exponentially. Besides the large craft village where the typical for tourism crafts is operated, are concentrated along the main road from Saly and inside the district craft developed.
Culture
During the third festival mondial des arts nègres (Fesman), President Abdoulaye Wade opened the Musée Khelcom de Saly on December 28, 2010 as a museum for contemporary African art. On the Route de Saly , at the transition from the residential to the hotel areas, where the street is spanned by a welcome arch from SAPCO, there is an ocher-colored museum building of atypical architecture on a 8200 m² enclosed property. Monumental and oversized sculptures are set up in an alley in the park-like open-air area and attract attention from the street. On display are sculptures, sculptures, design and also works of painting and photography from the work of various contemporary artists, all of high quality.
