After the Labor Party made strong gains in the 2007 general election and was able to provide the government, it was sworn in as Minister of Construction and Women's Affairs under Kevin Rudd . After Kevin Rudd drew conclusions from the election defeat and resigned, Plibersek became deputy chairwoman of the Labor Party at the party congress in October 2013. The new party leader was Bill Shorten . After losing two elections in a row in 2016 and 2019 , after Shorten's resignation in 2019 , she resigned her position as vice-party chairman and, despite the support of Shorten and Gillard, did not run for chairmanship of the Labor Party. Under the new chairman Anthony Albanese , Plibersek became shadow minister for education.
