Windrush people had already obtained their ROA through residence. The government chose to ignore that, because most of the people were undocumented children when they arrived, so lacked proof. That is not the same as establishing ROA in the first place. Automatic right of entry was given to all subjects and later selectively rescinded by the government from a group of people that were by no coincidence virtually all non-white. This specific rollback of rights created the Windrush scandal and is textbook institutional racism, there's no reason to paper over that with nicer wording. undo Tag: Undo
