This photo is to be used to illustrate an atrocity. It is used in the History of Rhodesia article. It is for non commercial purposes.

2. the nature of the copyrighted work;

It is Crown copyright.

3. the amount and substantiality of the portion used in relation to the copyrighted work as a whole; and

It is a low resolution image. The image used in the article is scaled down even further.

4. the effect of the use upon the potential market for or value of the copyrighted work.

Since the photo can be distributed for free the distributing for free in Wikipedia does not negate its economic value.
