According to the Melbourne International Festival site, TOC was founded in 2000 by concert pianist Ronen Segev and led by Chairman of the Board David Picket, TOC is comprised of the finest young concert artists in the world.

TOC brings Classical Music to a broader audience by presenting top-quality performances in non-traditional venues. By having world-renowned musicians and celebrity hosts perform on young people's turf, the musical experience has much more meaning.

TOC's educational initiatives include providing weekly private music lessons and instruments free of charge to NYC school children, and performances and lectures at schools throughout the country.
