Star Command: Deluxe was intended as a Windows 95 port of Star Command: Revolution, it instead ended up as a feature cut version, with only skirmish, and internet gameplay in Metrogame (Now defunct). The game still has evidence however for the campaign mode(and basic training), the loading screens are there, and the data files for the missions are still referenced but however not present, and there is the old main menu originally intended for the game which has option for campaign, and basic training(see the picture below). Gameplay is identical to Star Command: Revolution, in fact only difference between Revolution, and Deluxe is that Revolution is meant for DOS, while Deluxe is for Windows 95(not to mention lacks several features that Revolution has, but were meant to be included).

Rumoured Sequel

The victory screen for the cut-out campaign features text that says "Prepare yourself for Star Command X: Armada.", supposedly hinting of a sequel that was supposed to appear, but apparently never got off the concept stage, or the Star Command saga as whole didn't create as much profit as wanted to warrant a sequel.
