According to Graham Taylor, Director of OpenForum Europe, they are a membership organisation set up to [the views of its members]. Their website states: We are a not-for-profit, independent organisation launched in March 2002 to accelerate, broaden and strengthen the use of Open Source Software (OSS) in business and government.

They have, in the past, been [[1]] by Bruce Perens for their stance on software patents.
