epitrachilion worn by itself?

the article says "For some services, e.g. vespers or matins, he wears the epitrachelion by itself." My experience is that at some points of Vespers and Matins the Priest puts the Cuffs and Phelonion on. Perhaps someone with more knowledge could describe it properly? thanks Richardson mcphillips1 (talk) 03:16, 30 December 2007 (UTC)[reply]
