Baker v. Carr
This Supreme Court case from 1962 decided that reapportionment issues (attempts to change the way voting districts are deliminated) does present a federal question, thus enabling federal courts to decide reapportionment cases. The plaintiffs unsuccessfully argued this is a political question and is not a federally justiciable question.
