Rather than tell another editor their contribution is "not okay", it would be constructive to explain your viewpoint and engage in discussion so a consensus may be reached if you or others feel the edit is not in the best interests of the article. It may also encourage active editing to rename and reword the "Making an edit on this page" section header/instructions you have above.
