Mr. Fatmir Xhafaj was born on 17 May 1959, in Vlora. He is married to Mrs. Mimoza Xhafaj (Berberi). They have two daughters.


He is a graduate of law from the Faculty of Law, University of Tirana in 1982.
Xhafaj graduated in Legal and Political Sciences (Justice) at the [[University of Tirana]] in 1982. He then worked as a lawyer (Judicial Adviser, Judge, Prosecutor), as well as high level functionary for various youth and social organizations in 1982-1986. He then served as legal advisor for a consultancy company in 1994-1997, and was a freelance professional lawyer and law firm founding partner in 1999-2001.


During 1982-1984, Mr. Xhafaj was Legal Advisor and Judge at the District Court of Kruja. The following year, until 1985, he was Investigator at the Investigation Office, at the Prosecution Office of Kruja District.
Xhafaj is member of the [[Socialist Party of Albania]] since 1991, and has been Secretary for Legal Matters of the party in 2005-2011 and Coordination Secretary since 2011. He is also member of the Headship of the party since 2007.
He was the leader of the Youth Organization of the Tirana district between 1986 to 1990, and the leader of the Tirana Youth Federation during 1991-1992.

Mr. Xhafaj is a lawyer since 1992, a profession he has practiced during 1993-1997 and briefly during 1999-2000.

From 1997 to 1999, he was the General Secretary of the Council of Ministers.

Mr. Xhafaj was Minister of Territorial Adjustment and Tourism in 2002, and Minister of Justice in during 2004-2005.

During March-May 2017, Mr. Xhafaj was Minister of Internal Affairs.

Mr. Xhafaj is a Socialist Party elected Member of Parliament in five consecutive legislatures. In the 5th (2001-2005) and 6th legislature (2005-2009) as MP he represented the district of Pogradec, Korça Region, while in the 7th (2009-2013) and the 8th legislature (2013-2017) he represented Tirana.
In the 6th and 7th legislatures, he served as deputy chair of the Parliamentary Law Committee, representing the opposition.

In the 2013-2017 legislature, Mr. Xhafaj was the chairman of the Parliamentary Committee of Legal Affairs, Human Rights and Public Administration. In the same period, he was also a member of the EU-Albania Joint Parliamentary Committee.

During his long parliamentary career, Mr. Xhafaj has been a member and/or head of several Special Parliamentary Investigative Commissions (2003, 2006, 2009) as well as a member and/or head of some of the Special Parliamentary Committees for the Electoral Reform. (2003, 2007, 2008)

He is the initiator and the author of several constitutional and legal initiatives in the Albanian Parliament.

Mr. Xhafaj has led and coordinated the entire reforming process of the justice system in Albania, in the capacity of the chairman of the Special Parliamentary Commission for the Justice System Reform. (2014-2017).

Since 2003, Mr. Xhafaj is a member of the Presidency of Socialist Party of Albania. From 2007 to 2016, he was the Socialist Party Secretary for Coordination and Legal Affairs.

Xhafaj has been an elected MP for the Socialist Party of Albania, representing the [[Tirana]] County, from the V to the VIII legislatures (since 2001). He has co-chaired the Ad Hoc Committee for the Electoral Reform in 2003, 2007 and 2009, and was deputy chairman of the Parliamentary Committee for Legal Issues, Public Administration and Human Rights in 2009-2013. Since September 2013 he chairs the Parliamentary Committee for Legal Issues, Public Administration and Human Rights, and since November 2014 also the Ad Hoc Parliamentary Committee on the Judicial System Reform.
