Seems to be a cross-platform, commercial GUI toolkit, see www.metacard.com for more information. MetaCard includes an IDE. Has it's own language: MetaTalk. From the site: "The MetaTalk language has all the features common to third-generation languages like C/C++/Java but has a much simpler syntax."
