Juan Nepomuceno Guerra was the founder of [The Gulf Cartel:http://en.wikipedia.org/wiki/Gulf_Cartel]. During the 1930s he began smuggling whisky across the Mexican-United States border through south Texas. He died July 21, 2001. Through the shrewd political connections he fostered he was able to control all the contraband moving across the Rio Grande River.
