The local spiritual council administers the Baha'i community at the local level and performs the administrative tasks.

The local council is supported in its tasks and projects by the national spiritual council . The local spiritual council is elected by secret ballot by the Baha'i of a community. Each council consists of nine people who take care of the affairs of the community.

The duties of the local Spiritual Council include organizing ward meetings, holidays, and nineteen-day celebrations. The council is active in projects relating to interreligious dialogue and intercultural dialogue and supports social projects. He also has an advisory role and helps congregation members with personal problems, needs or questions of faith.

In municipalities in which a spiritual council is constituted according to German association law, the spiritual council also forms the official representation in legal matters for the municipality. Spiritual councils are generally recognized as non-profit in Germany, so a spiritual council can issue tax-deductible donation receipts.
