The shares were sold in 1998 to the Dutch personnel services group Vedior. Manfred Unser remained the sole managing director.

With its own business model, ISU increased its commitment in the area of master vendor and on-site management in 2005. At the turn of the year 2005/2006, more than 300 temporary workers were employed in this area. In 2006 ISU was sold to BayernLB and the ISU Group GmbH was created as a new holding company .

At the end of July 2007, the holding company took over 87 percent of the shares in each of the Fischer & Funke Gesellschaft für Personaldienstleistungen GmbH, founded in 1999 and based in Coburg, and AFM Gesellschaft für Zeitarbeit mbH, with retroactive effect from January 1, 2007 . Both companies had specialized in personnel services in the commercial sector in the regions of Bavaria, Saxony and Thuringia. The holding company employed around 2,400 people.

On July 1, 2012, Bernd Fischer, the founder and managing director of Fischer & Funke, retired. He handed over the business of the current eleven branches in Bavaria, Saxony and Thuringia to Heiko Harms. In 2013 Harms became managing director of ISU alongside Manfred Unser.

With effect from October 1, 2015, the Belgian personnel services company ACTIEF Interim took over 80 percent of the shares in the holding ISU Group with its two subsidiaries, ISU and Fischer & Funke. Heiko Harms and Mark Maesen became managing directors. Company founder Manfred Unser withdrew from active business and stayed with the company as a partner.

ISU Personaldienstleistungen and Fischer & Funke merge to form ISU Personaldienstleistungen and were subsequently renamed ACTIEF Personalmanagement GmbH at all locations with effect from June 23, 2016 . The holding ISU Group changed its name at the same time and renamed ACTIEF Group GmbH .

On January 1, 2017, the ACTIEF Group took over the Bavarian personnel service provider Timecraft, based in Nuremberg. With this, ACTIEF expanded its network of branches. The merger with AB Zeitpersonal followed in June 2019.
