Agreement to regulate questions of private international law

The agreement on the regulation of questions of private international law of November 14, 1896 was decided at the Hague Conference on Private International Law .

It created regulations for civil law disputes between nationals of different contracting states. There was also a provision for legal aid : “The certificate of poverty or the declaration of inability to cover the legal costs must in all cases be issued or received by the authorities of the foreigner's habitual residence or, in the absence of such, by the authorities of his current residence . "
