Risk Assessment Committee

The Committee for Risk Assessment ( English C ommittee for R isk A ssessment shortly RAC ) is a working committee of the European Chemicals Agency (ECHA).

Within the framework of the REACH and CLP regulations, the committee prepares opinions for ECHA on risks of substances for human health and the environment (RAC opinion) . The final decisions are made by the European Commission .

RAC examines the proposals for the harmonized classification and labeling of substances as carcinogenic , mutagenic , toxic for reproduction or as inhalation allergens and issues opinions on them. Its task is to assess whether a proposal for a restriction on the manufacture, placing on the market or use of a substance is appropriate. After submitting an application for authorization for a substance to ECHA, he should assess the risk posed by the use of the substance and assess whether the risk management described in the application for authorization is appropriate and effective. This also includes assessing the risks that arise from possible alternatives. If they are relevant to the application, contributions from third parties will also be taken into account in the assessment.

At the request of the ECHA Director, the Committee issues opinions on substances - and their use in mixtures or articles - with regard to risks to human health, the environment and other safety aspects. Finally, the committee is intended to provide scientific support for cooperation between the Community, the Member States, international organizations and third countries and developing countries.

Composition of the RAC

Applicants for the RAC can only be nominated by the Member States. From these applicants, the respective RAC members can then be appointed by the ECHA Management Board for a term of three years. The term of office can be extended. As of November 2019 Committee has 56 members and is chaired by the Irishman Timothy Bowmer.
