The locomotives of the class BB II were wet steam locomotives of the Mallet type of the Bavarian State Railways .

They were specially developed for the Bavarian branch lines with tight curve radii and delivered in two lots. The first construction lot comprised 29 locomotives. These were made by Maffei between 1899 and 1903. The second construction lot consisted of 2 machines. These came to the State Railroad in 1908 and were a little longer and heavier than the locomotives of the first construction lot.

Although the Deutsche Reichsbahn took over all vehicles as class 98 7 in 1925 , due to their unsatisfactory running characteristics, all but three of them were parked and scrapped in the 1930s. The remaining vehicles found further use after 1940 as factory locomotives.

One copy, the 98 727, was sold to Südzucker AG's Regensburg plant in 1943 , where it was given the company number 4 and the nickname “Zuckersusi”. It was donated to the Darmstadt-Kranichstein Railway Museum in 1972 and is still operational today. The locomotive has been dismantled since a shunting accident and has to be completely rebuilt. Since essential parts were to be regarded as worn during the inspection for repair and a general inspection best ensures the operational condition and thus the continued existence of the locomotive for the future, the Deutsche Museumseisenbahn, as the owner of the machine, decided to undertake an extensive renovation. The locomotive is currently being refurbished in the Darmstadt-Kranichstein Aw workshops.

Two locomotives were sold to Austria, where they were used as works locomotives for the Vorarlberger Illwerke and VÖEST in Linz.
