Bochra Belhaj Hmida was born in Zaghouan . She has a university degree in law, completed her legal clerkship in 1981, and became a lawyer in 1992. In 1989 she co-founded the Tunisian Association of Democratic Women (Association tunisienne des femmes démocrates - ATFD). She was president of this organization from 1994 to 1998.

In 2012 she represented a young woman who was raped by police officers. She said that she believed the Ennahda government was politically and morally responsible for the crime.

Bochra Belhaj Hmida has been a member of the board of the Nidaa Tounes movement since September 2012. She was elected to the National Assembly in 2014 and continued to campaign for women's rights in Tunisia.

Bochra Belhaj Hmida is also chair of the Committee for Individual Freedom and Equality (Commission des libertés individes et de l'égalité - Colibe), which was initiated in 2017 by Tunisian President Béji Caïd Essebsi. This commission should provide a report on the effects laws have on individual freedom and equality, as these have been granted by the constitution and international human rights standards since 2014. As chairman of this committee, Bochra Belhaj Hmida wants to eliminate the differences between men and women with regard to inheritance law. This led to a public outcry in Tunisia. The proposal to change the law is to be discussed in the course of 2019.
