The Federal Act of May 17, 1990 on Advice, Care and Special Help for Disabled People , abbreviated Federal Disabled People Act , BBG for short , is an Austrian federal law. It is intended to ensure the best possible participation in social life for people with disabilities and people who are specifically threatened by disabilities.

The law defines disability as the effect of a not only temporary physical, mental or psychological impairment of function or impairment of sensory functions, which is suitable for making it difficult to participate in life in society. A period of more than an estimated six months is considered not just temporary (Section 1 BBG).

In its original version, the BBG contained in particular regulations on

  • Rehabilitation ,
  • Establishment of a Federal Disability and War Victims Welfare Council with an advisory function at the Federal Ministry of Labor and Social Affairs ,
  • Information, advice and support from the state disability offices,
  • Establishment of a national fund for special help for disabled people for additional benefits in the form of cash and non-cash benefits, such as the delivery of motor vehicles for disabled people to compensate for the additional tax burden,
  • Issuance of a disability pass and for
  • Reduced fare on the Austrian Federal Railways .

The UN Disability Rights Convention of 2006 led to various amendments to the law, such as the establishment of a monitoring committee at the Federal Ministry of Labor, Social Affairs and Consumer Protection (§§ 13 g ff. BBG). Contributions from the support fund for people with disabilities have been made since 2006 in accordance with Section 24 BBG new version in accordance with the guidelines issued by the Federal Minister for Social Security and Generations after hearing the Federal Disability Advisory Council. Regulations on assistance and therapy dogs have also been added to the law (Section 39a BBG).

The degree of disability is determined according to the type and severity of the functional impairment in fixed rates or framework rates in the appendix to the assessment ordinance.
