As a purchasing partner for the public sector, Bundesbeschendung GmbH (BBG) has been offering a comprehensive portfolio of products and services since 2001: procurement from an extensive portfolio, advice on individual procurement projects and the provision of special e-procurement solutions. The offer is used by federal ministries, states, cities, municipalities and fire brigades, but also by outsourced companies, universities and institutions in the health sector. The tasks of the BBG were laid down in the Federal Act on the Establishment of a Federal Procurement Company with Limited Liability (BB-GmbH Act). In 2018, around 1.62 billion euros were processed via the BBG contracts and, according to the company, savings of 366 million euros were achieved.

The savings are mainly due to two factors. Firstly, a central office can work more professionally and efficiently than the departments in the individual departments, which usually have neither the legal experience nor the time resources to carry out legally compliant procurement procedures . Second, through bundled procurements, larger procurement volumes are available, which means that lower prices can be achieved. In its 2008 audit, the Court of Auditors came to the conclusion that the BBG is essentially fulfilling its tasks, but that the management and control measures did not yet meet the requirements. During the follow-up review in 2011, the RH found that most of the recommendations have since been implemented and thus a. BBG's average hourly rate was reduced by 18%.

The expansion of a BBG obligation to include federal states and municipalities is politically controversial. In particular, the SPÖ and the Chamber of Commerce complained about the lack of consideration of small and medium-sized enterprises ( SMEs ), for which the large order volumes and the very formal procedural regulations are particularly problematic. As a result of these fears, until today (as of 2014), apart from federal agencies, there is no obligation to procure through the BBG. In its 2008 audit, the Court of Auditors found that 72.6% of the BBG contractual partners were SMEs with a business volume of 31.9%; this figure rose to 77% SME contractual partners with 37% order volume by 2010.

The BBG takes into account small and medium-sized enterprises (SMEs), regionality and sustainability in all award procedures and promotes innovations.

Electronic procurement (e-procurement)

The BBG offers comprehensive and integrated solutions for procurement processes. E-procurement includes electronic support for the entire procurement process. BBG's tools can be integrated into the customer's own systems and workflows and provide support throughout the contract period.

The digitization of operational processes helps procurement officers to focus on their core tasks. Over two million products and services can be ordered in the BBG e-shop. In the course of the ordering process, it is suggested to make a core data report if the legal requirements are met. For this, the type of contract and the threshold area of ​​the underlying procedure, the execution area of ​​the ordering organization and the value of the order are taken into account.

International

The BBG is also involved in EU-wide projects and collaborations.

The BBG participates in the exchange of knowledge in the EU network of central public procurement offices. The BBG implements international projects (such as twinning and technical assistance) and advises and supports, above all, new or future EU member states in setting up and optimizing procurement offices. The BBG also acts as a consultant and expert in various EU bodies (e.g. “Expert group on e-procurement” of the European Commission) and international organizations (e.g. OECD / SIGMA).
