Controlled delivery

Controlled Delivery (CD abbreviation) is the English term for an import, transit or export of illegal goods (mostly drugs) that is observed (and thereby "controlled") by law enforcement agencies.

Objective and legal requirements

In order to carry out a CD, the responsible public prosecutor's office in the country leading the proceedings requests the cooperation of the other countries involved. Here z. B. in Germany the principle of legality can be "overridden". This means that law enforcement authorities become aware of a criminal offense committed in Germany without having to prosecute it. This is possible because it is assumed that the criminal offenses committed will be prosecuted by the applicant public prosecutor at a later point in time. The aim of a CD is to identify the backers, who are often part of organized crime .
