The German Scout Association Mosaic (DPBM) is the largest member association of the German Scout Association (DPV).

Like all scout associations in the DPV, it performs interdenominational and politically independent youth work. Its legal entity is the registered association of the National Scout Office in Cologne. The DPBM is recognized nationwide as a non-profit organization and carrier of free youth welfare .

history

A predecessor organization of the DPBM was founded in 1927 as the German Scout Association Westmark (DPB-W). On August 31, 1930, the DPB-W entered into an alliance with the Jungstahlhelm . Due to a daily order from Federal Field Master Knappstein, the DPB-W joined the Hitler Youth in 1933 . Only the uniform and pennants were supplemented by swastika armbands and swastika pennants. Despite its völkisch-national self-image, a continuation of the DPB-W was banned during the Nazi era.

The federation was re-established in 1945 and renamed the German Boy Scout Association Mosaic in 1988, deliberately differentiating it from the historical predecessor federation from 1927. The DPBM attained its present size in 1968 through the transfer from the former Association of German Boy Scouts . The various converts from that time changed the previously conservative alliance. The first tendencies to change the federal structure were already evident in the extensive changes to the federal constitution in the 1970s and the federal camps in the 1980s, which came to an end with the renaming in 1988.

Today the DPBM sees itself both as part of the worldwide scout movement and as a successor to the youth movement . The federal government has been part of the DPV since 1971. The DPBM owes its name to a federal camp that took place in 1980. The music-oriented federal government also organizes an annual federal festival with 400 to 600 participants, at which the groups present their skills in a singing competition. The DPBM is the publisher of various song books ( Bulibu 1 & 2, Wölibu ), which are widely used in the youth movement, as well as the magazines " haddak " and " dewanii ".

Since 1997 the DPBM has carried out regular virtual action, the "Internet Night", in which several hundred scouts from all over Germany take part. The motto of the last internet night in February 2020 was " Robinson Crusoe ".

The DPBM consists of nine rings as regional subdivisions. Although it has member tribes across Germany , its center is in the Cologne area , where most of the tribes and rings are concentrated. The DPBM office is also located in Cologne. The smallest independent structure is the trunk, which must include at least two levels. Neighboring trunks can form clumps. Tribes in the DPBM can work co-educational or gender-specific. In addition to normal tribes, there are sea scout tribes .

The rings are:

  • Mounting ring Waterkant
  • Ring Bavaria
  • Ring Bergisches Land
  • Ring Cologne
  • Ring Cologne Bay
  • Ring north
  • Ring north-east
  • Ring Rhein-Lippe
  • Ring south-west

The Wölflings rules of the DPBM

The wolf rules are rules for young boy scouts of the wolf level between the ages of seven and eleven. The group of wolves is called pack . Since they are aimed at a younger target group, there are only two Wölflings rules:

  • I show consideration for others and help wherever I can.
  • I hear the old wolf's advice.

The values and actions of the Wölflingsstufe are based on the jungle book of Rudyard Kipling , a friend of the founder of the scout movement, Robert Baden-Powell .

After a reasonable amount of time in the so-called pack, a child's promise is made and given the scarf.
