Village chamber

Village chambers ( Russian Сельская расправа ) were a special court in tsarist Russia , which was responsible for state peasants and was established according to the decree of 1838. The head of the court was the village elder. Village and district chambers dealt with various civil matters. They could spot fines, forced labor, and flogging.
