Educational governance

Educational governance is a research approach in the field of education. It investigates how action is coordinated in multi-level systems with numerous actors, how different system levels in education interact with one another and which interface problems can arise between the different levels.

Development of the educational governance approach

For a long time, the concept of control was widely accepted in educational research . Objects of investigation were implicitly or explicitly assumed to be hierarchy as a form of action coordination. The focus of interest was on privileged control actors and it was assumed that the civil servants who were obliged to comply would ultimately implement the requirements of the higher system level. Consequently, the resistance and obstinacy of the control subjects were not systematically taken into account. These were only included in the analysis if there were any indications of deviations from the control objectives. In various social sub-areas, however, the limits of hierarchical political control as a form of action coordination became increasingly apparent. According to Kussau and Brüsemeister, hierarchical control and influencing of the various actors can only be assessed today as an "empirical borderline case".

The term governance refers to the reductionist moment of this linear-directive understanding of control and focuses on the problem of coordinating action. From an analytical point of view, the governance approach counts from the outset on the independent activity and the co-production of services by various actors. Even less powerful players are observed. Governance thus offers opportunities to describe the actions of the actors as well as the mutual dependencies in the multi-level system in a more differentiated manner and to make coordination deficits or performance visible.
