The ice hockey game company mbH (short: ESBG ) is the operating company of the DEL2 . Until 2010 she was also responsible for the operation of the ice hockey league . From the end of the 1990s, the trend that had existed for several years to outsource the professional teams to corporations for tax reasons and to protect the junior teams in the event of an application for insolvency from the ice hockey clubs intensified . This gave rise to conflicts between the interests of corporations as voting members in the German Ice Hockey Federation (DEB) and tax law constraints. Therefore, at the DEB general meeting in 1999, it was decided to spin off the senior leagues previously organized by the DEB (2nd Bundesliga, Oberliga and Regionalliga Süd) into a gaming company from the 2002/03 season. Since the reform of the structure of the ice hockey league in 2010, the ESBG has limited itself to the organization of the 2nd Bundesliga, but continues to organize the operations of the Oberliga Süd.

In the partnership agreement of the ESBG, in which the German Ice Hockey Federation also has shares, it was stipulated, among other things, that every ESBG partner in the organizational form as a registered association must also be a voting member in the DEB, in the organizational form as a corporation a registered association that is a voting member of the DEB, must have as a cooperation partner.

Cooperation agreements were signed between the ESBG, the DEB and the state ice sports associations (LEV), so that the ESBG leagues became recognized leagues of the International Ice Hockey Federation ( IIHF ). In December 2012 the ESBG terminated the contract with the LEV'en without notice, the contract with the DEB at the end of the 2012/2013 season. In April 2013, the DEB offered the second division side to take over the game operations, while they decided to found an independent professional league ("DEL II"). Finally, a new cooperation agreement was agreed and the shareholder structure of ESBG was changed. From 2013 the participating clubs as well as the DEB and the DEL will each have one vote in the ESBG. There are three representatives of the clubs and one representative each from DEB and DEL on the supervisory board. The league is operated under the name DEL2 . The new cooperation agreement runs until 2018.
