The recommendations for systems for stationary traffic ( EAR for short ) are a set of technical rules applicable in Germany for the planning and construction of systems for stationary traffic . These include parking areas and car parks and parking guidance systems . They are published by the Research Association for Roads and Transportation . The 2005 edition is currently valid. It replaces the 1991 edition.

In terms of content, the EAR is divided into six main sections. The first section deals with introductory thoughts for the directive. Section two deals with the claims and legal bases of parking space planning. The assessment of the available parking space takes place in section three. Section four formulates guidelines for the dimensioning of parking spaces for all types of vehicles. It also contains information on parking structures and shops. Section five makes statements about the structural design and equipment of parking areas. The last section explains the use and operation of the systems. In addition to the definition of terms, the appendix to the guideline also contains parameters and reference figures for the dimensioning of parking areas as well as signage regulations.
