Exchange is the name of an approximately 20 m high art installation by Richard Serra , which was set up in 1996 on Route nationale 51 in the roundabout on Kirchberg in Luxembourg . It consists of 33 tons of steel from the Saarland and cost 19 million Luxembourg francs .
