The driver's license questionnaire is the theoretical part of driver training for acquiring a driver's license in Germany published by the German Federal Ministry of Transport and Digital Infrastructure .

In addition to the practical part of the driving test , every applicant for a driving license in Germany has to take a theoretical test. The aim is to determine whether he has the necessary knowledge in the relevant subject areas for driving motor vehicles. The basis for the theoretical driving test is the nationally standardized catalog of questions for the theoretical driving test in connection with the guideline for the examination of applicants for a permit to drive a vehicle ( test guideline ).

General, history

The questionnaire is published by the Federal Ministry of Transport, Building and Urban Development. The questionnaire is constantly updated depending on new legal or statutory regulations.

Questionnaire 2004 according to EU guidelines

With Annex II of Commission Directive 2000/56 / EC of September 14, 2000 amending Council Directive 91/439 / EEC on driving licenses (Official Journal of the EC of September 21, 2000 No. L 237 p. 45 ff.) the minimum requirements for the driving license tests have been revised. The transfer of this guideline into national law made it necessary to revise and supplement the catalog of questions. The new questionnaire with the associated new examination papers came into force on July 1, 2004 and replaced the questionnaire that was valid until then (VkBl. 1998 p. 371 and VkBl. 1998 p. 1140).

Changes in 2006

Due to various legal changes in national laws and ordinances, the questionnaire was revised by the "Theoretical Examination" working group of the VdTÜV. While some questions on the basis of Regulation EC No. 561/2006 and the 17th regulation amending the StVO are no longer used for the theoretical driving test, other questions from the areas of "fatigue at the wheel", "due diligence towards road users with physical impairments", "alcohol ban for novice drivers" and for Implementation of the 35th Federal Immission Control Ordinance added to the catalog.

Changes in 2009

After the StVO was updated on September 1, 2009, the changes to the questionnaire came into effect on December 1, 2009. Since April 2010, the 2009 StVO amendment has been considered void by the BMVBS due to a formal error, but this has no effect on the theoretical driving test, as the BMVBS has not yet issued any test questions that contain the new legal situation.

Changes in 2010

Official preliminary remarks precede the official question section. Questions on the topic of “Behavior towards visually impaired people” have been added. For all picture questions, the old graphics were replaced with new ones in a uniform design.

Changes in 2011

Due to the 41st ordinance amending road traffic regulations and editorial changes, various questions have been deleted. Several questions were also assigned to other vehicle classes. The new questions in the catalog of questions for the theoretical driving test (edition 2004, current status January 2011) have been used in the theory test since July 1, 2011.

Structure of the questionnaire

The official questionnaire is divided into:

  • Part 1: basic material
  • Part 2: additive

The "basic material" represents the section of the catalog from which questions are used in tests for all driving license classes. In addition to the basic material, specific questions about the individual vehicle classes are used in the "additive".

Designation of the sections and chapters in the questionnaire

Both parts contain the sections:

  1. Danger theory
  2. Conduct in traffic
  3. Right of way, priority (raw material only)
  4. Traffic signs
  5. environmental Protection
  6. Regulations on the operation of the vehicles (additive only)
  7. technology
  8. qualification and ability of truck drivers

Each section is in turn subdivided into chapters, so that there are currently 522 basic material questions in 38 chapters and 993 questions about additives in 57 chapters (522 + 993 = 1515). In the test, the base and additive are always assessed together.

Requirements for answering the questions

Questions that are part of the basic material are marked with a G and can be used for all driving license classes except moped. For the moped test certificate, only a part of the basic material questions (236) are used, which are limited with G, Moped . Additional questions are provided with the code of the individual classes in which they are used, for example "B" for driving license class B = passenger car.

Most of the questions are answered by ticking multiple-choice answers . Each question has a choice of a maximum of three possible answers, at least one of which is correct. The answers do not relate to each other, only to the respective question. In the exam, the answers are given in any order. The answers are not given for currently 69 questions in the catalog. In these cases, the answer is given by entering a specific number (in one case, two specific numbers). Depending on their content and importance for road safety, the questions are rated with 2 (= lowest value) to 5 points (= highest value). The value is noted for each question.

If a question is answered incorrectly, 2 to 5 points are added to the error points account. No distinction is made between basic and additive. The number and composition of the questions as well as the permissible number of errors in a theoretical driving test are precisely defined by the test guidelines.
