Guideline for the examination of a license to drive a motor vehicle (examination guideline)

The driving license test guideline is a standard regulation in Germany , with which the type and procedure of the theoretical and practical driving license test are regulated in a binding manner in terms of basics and details.

In connection with the official driver's license questionnaire of the Ministry of Transport, Building and Housing of the Federal Republic of Germany, it forms the basis for the theoretical driving test . The current version (2011) of the test guideline came into force on April 1, 2009 (last changed by notice of January 28, 2009, Verkehrsblatt 2009 p. 129 ff.).

The current version is the 2014 edition.

General, history

Every applicant for a driving license has to prove his or her ability in a theoretical and a practical test (§ 15 sentence 1 Driving License Ordinance FeV). The tests are carried out by officially recognized experts or examiners for motor vehicle traffic (§ 15 last sentence FeV).

Theoretical exam

In the theoretical test, the applicant has to prove that he

  • has sufficient knowledge of the relevant legal regulations for driving vehicles as well as environmentally conscious and energy-saving driving style,
  • is familiar with the dangers of road traffic and the behavior required to avert them.

On the basis of the official questionnaire of the Ministry of Transport, Building and Housing of the Federal Republic of Germany, the form and scope of the theoretical driving license test are specified in the test guidelines. This includes specifications for the content and number of test tasks from basic and additional material for the various driving license classes, for the evaluation of test results with the number of points to be achieved, permissible number of error points and the value of the individual questions.

Practical exam

In the practical test, the applicant has to prove that he

  • has the technical knowledge required to safely drive a motor vehicle, possibly with a trailer, in traffic as well as sufficient knowledge of an environmentally conscious and energy-saving driving style and is able to apply it in practice.

The test guidelines specify the minimum requirements for test subjects and testers, test vehicles, test location and environment as well as the test procedure and duration.

New version of the test guidelines

As part of the implementation of Commission Directive 2000/56 / EC of September 14, 2000 (OJ EC No. L 237 p. 45) amending Council Directive 91/439 / EEC on driving licenses (OJ EC No. L 237 p. 1) the revision of the test guideline took place. It was applied from July 1, 2004 and replaced the version of October 29, 2002 that was valid up to that point.

Adaptation of the examination guidelines

With the introduction of the new driving license class S for three-wheeled mopeds and four-wheeled light vehicles within the framework of the 3rd regulation amending the driving license regulation and other road traffic regulations of August 9, 2004 ( Federal Law Gazette I p. 2092 ), the regulations of the test guideline and its appendices 1, 3a, 10 and 12 adapted or newly created. It was applied from February 1, 2005.
