The FIBAA ( F oundation for I nternational B usiness A dministration A ccreditation) was founded in the autumn of 1994 by the leading associations of the Swiss, Austrian and German economy as an internationally oriented foundation to ensure transparency and quality in the education sector. It is one of the ten accreditation agencies that, on behalf of the Foundation for the Accreditation of Study Programs in Germany, provide the technical and content-related assessment of study programs leading to a Bachelor's / Bachelor's degree and a Master's / Magister's degree in Germany. The seat of the foundation is Zurich , the main office is in Bonn . FIBAA has its main field of work in the assessment of economics, law and social science-oriented courses.

In addition, FIBAA works in international bodies on the comparability of quality standards and quality assurance procedures in the education sector. In order to make the experiences from the higher education and accreditation scene of different countries fruitful for their accreditation procedures, FIBAA is networked in the relevant committees and working groups for quality management in higher education at European level and is also recognized as an official accreditation agency in various countries outside the German-speaking area.

FIBAA procedure

Peer review process

The appraisal of study programs, advanced training courses, educational institutions and quality management systems is based on the peer review process identified in the academic field: independent experts selected according to professional criteria examine and evaluate the facts with the university. FIBAA bases the appointment of experts on a number of requirements. A system of criteria is intended to ensure impartial expertise. FIBAA has a pool of experts that includes more than 500 recognized experts in their fields.

FIBAA question and evaluation catalog

To support its clients, FIBAA has developed a FIBAA question and evaluation catalog (FBK) for each process, which contains all relevant quality criteria in the form of questions and definitions for the benchmarks. These catalogs are the basis for FIBAA clients to create their own documentation.

FIBAA decision-making bodies

The FIBAA Board of Trustees appoints a commission for each area (program accreditation, institutional accreditation, certification of advanced training courses and certification of corporate learning units), whose task it is to determine the accreditation or certification on the basis of the expert reports and taking into account the statement of the university to decide. In the area of program accreditation, the FIBAA Accreditation Commission for Programs (F-AK PROG) is the body that decides on the accreditation of the assessed study programs. The FIBAA Accreditation Commission for Institutional Procedures (F-AK INST) decides on the successful completion of a system accreditation or an institutional audit procedure. The decision on the certification of advanced training courses is made by the FIBAA certification commission for advanced training courses (F-ZK ZERT). The FIBAA Certification Commission for Corporate Learning Units (F-ZK CORP) decides whether a corporate learning unit is certified.

International

FIBAA assesses and accredits Bachelor, Master and PhD courses in business, law and social science areas at state and state-recognized universities as well as universities that are in the process of being established. Since it was founded in 1994, FIBAA has successfully carried out more than 1,200 accreditation procedures. She has courses not only at German, but also at European (e.g. Liechtenstein, Netherlands, Austria, Switzerland, Spain, Czech Republic) and non-European (e.g. India, Jordan, Namibia, Russia, USA and Vietnam) universities accredited. For accreditations outside Germany, FIBAA takes the respective national requirements into account and combines them with its own quality standards and requirements.

The principles of the Bologna Declaration of 1999 and its further development form the basic assessment criteria for accreditations. The special focus when awarding the FIBAA seal of quality for accredited programs is on internationality, employability and economic proximity . If the accreditation decision is positive, FIBAA will award the university its seal of quality. Established courses of study that have already graduated and that have a clearly superior quality in study and teaching as part of an FIBAA accreditation process are awarded the Premium Seal. FIBAA is the only accreditation agency that awards a premium seal.

Germany

For German state and state-recognized universities, FIBAA also offers accreditation in accordance with the quality requirements of the Accreditation Council. The aim of this process is compliance with the quality requirements of the Accreditation Council, the requirements of the Conference of Ministers of Education and any country-specific requirements for study programs. Upon successful completion, FIBAA awards the university the seal of the Accreditation Council.

Switzerland

In Switzerland, the accreditation of courses at universities of applied sciences is subject to the specifications of the Federal Department of Economic Affairs (FDEA), the recommendations of the Conference of Universities of Applied Sciences in Switzerland, the guidelines of the University Council of the Swiss Conference of Cantonal Education Directors (FHR EDK) and the federal law on universities of applied sciences. Since 2008, FIBAA has been authorized by the EVD to examine accreditation applications from Swiss universities of applied sciences on its behalf.

Netherlands

FIBAA examines courses at Dutch universities in accordance with the requirements of the accreditation organization Nederlands Vlaamse Accreditatie Organisatie (NVAO) for their accreditation decision.

Institutional accreditation area

In the area of institutional accreditation, FIBAA provides the following services:

International: Institutional Audit

FIBAA offers the 'Institutional Audit' test procedure to foreign and German universities. As part of this procedure, the management of the university institution is checked in relation to its main service areas (research, teaching, administration, public relations). The procedure is aimed at universities and faculties, departments or schools that - for example to promote international cooperation - want to document their quality through an institutional test procedure. After successful completion of the process, FIBAA awards the university the FIBAA quality seal for institutional audits.

Germany: system accreditation

As part of the system accreditation, the university's internal quality assurance system is assessed in accordance with the requirements of the Accreditation Council. If the system accreditation is successful, all courses currently offered or newly established during the accreditation period are accredited. After successful system accreditation, FIBAA awards the university the seal of the Accreditation Council.

Certification

Certification of advanced training courses

FIBAA certifies continuing education courses at universities and educational institutions that do not lead to an academic degree. Successful certification ensures transparency and comparability, also on an international scale, of the further training courses offered (EQF level 5 to 8). FIBAA awards the certified advanced training courses its seal of quality, which documents the quality and the university level of these courses. Further training courses that are of excellent quality are awarded the FIBAA Premium Seal.

Certification of corporate learning units (CLU)

As part of this process, on the one hand, the goals, management and organization of a corporate learning unit are checked and, on the other hand, the training offer is assessed with regard to its formal correspondence with the requirements of the Bologna process (transparency of the offer through modularization and presentation of the workload) and its academic quality. The FIBAA certification proves that a corporate learning unit and the content of the advanced training courses are appropriate to the corporate objective and are compatible with academic advanced training courses. FIBAA awards its quality seal to certified corporate learning units as evidence of high quality and academic level. Corporate learning units that are of excellent quality are awarded the FIBAA Premium seal.

Consulting area: FIBAA Consult

The organizational unit FIBAA Consult supports institutions in various areas and phases of quality development and assurance. FIBAA Consult offers workshops and seminars for universities on topics related to quality assurance in the university sector, individual advice (including institutional procedures) as well as studies and commissioned projects.
