Family placement organization

Family placement organizations (FPO) are private organizations or independent organizations in Switzerland that place children in foster families on behalf of government agencies and offer other services within the framework of the placement . In doing so, they have a major influence on the development of children and adolescents placed outside their home. FPOs typically provide services to out-of-home children, referring agencies, foster families, and children's families of origin.

As a rule, at least the following services are financed by the daily lump sum: Recruiting foster families, arranging foster care places, services for foster families and children.

The following synonyms are used for FPO: home with associated places, institutionally networked care places, time-out organization, home-like organization, placement organization, foster families as a decentralized home, organizations for placing foster children, network organization.

The first FPOs emerged in the 1990s. Integras , the Association for Social and Special Education, estimates that around 70 FPOs are currently active in German-speaking Switzerland. There are hardly any known FPOs in French- and Italian-speaking Switzerland. No statistics are known to show how many children are placed in foster families through FPO.

Legal basis

On January 1, 2013, the new Foster Children Ordinance (PAVO) came into force, which introduced the previously missing supervision of the FPO. Some cantons go beyond the required supervision and have introduced a license requirement for FPOs (e.g. GR, ZG, BE).

controversy

Before the introduction of the new Foster Children Ordinance (PAVO), critical voices pointed to the lack of legal provisions for FPO. With the new PAVO this gap has been closed.
