Felix Chung Kwok-pan (born November 4, 1963 in Hong Kong ) is a Chinese politician and represents the Liberal Party as a member of the Legislative Council for the constituency of textiles and clothing. He has also been chairman of the Liberal Party since 2016, having been deputy chairman from 2014 to 2016.

Early career

Chung was born in 1963 into an entrepreneurial family who worked in the clothing sector. They own the Chungweiming Knitting Factory Limited. He was educated in Scotland and graduated in 1986 from Robert Gordon University in Aberdeen with a Bachelor of Science . Two years later he graduated from Stirling University with a Master of Business Administration in 1987 . After his two successful degrees, Chung returned to Hong Kong at the age of 24, where he initially worked for a local surveying company. Later in 1988, he joined his family business, a knitwear factory, and helped his father.

Chung later became chairman of the Hong Kong Apparel Society and stood in the 2008 legislative council elections as an independent textiles and clothing constituency official against long-time incumbent Sophie Leung of the Liberal Party.

Legislative Council

In 2009 he was invited to join the party by the honorary chairman of the Liberal Party, James Tien . In the 2012 legislative council elections, he ran again in the same constituency against Henry Tan, CEO and President of Luen Thai Holdings, after Sophie Lueng announced her resignation. He won and took back the constituency for the Liberal Party. When James Tien and Selina Chow resigned as party chairmen, Chung was appointed party vice chairman on December 1, 2014.

Chung held a debate with CEO Leung Chun-ying about Leung's "reasonably proactive" economic policy in 2015. He found it worrying that Leung abandoned "positive non-interventionism" as "reasonably proactive".

He retained his seat in the Legislative Council elections in 2016. After the election, he managed to appoint the outgoing Vincent Fang as chairman of the party.

Chung is also a member of the Advisory Committee for the Textile and Apparel Industry, Director of the Chinese Manufacturers Association in Hong Kong and Director of the Hong Kong Brand Development Council. He was a member of the 9th Guangdong Provincial Committee of the Chinese People's Conference for Political Consultation in 1998. Since 2006, Chung has also been a member of the Hong Kong Electoral Committee.
