Tommy Cheung Yu-yan (born September 30, 1949 in Hong Kong ) is a Chinese politician and member of the Hong Kong Legislative Council as representative of the catering function group . He is a member of the Hong Kong Executive Council and the current chairman of the Liberal Party.

Career

Cheung is the chairman of a trading and investment company and a member of the school committee of the diocesan boys' school.

Legislative Council

Cheung has a reputation in Parliament for making unusual proposals. When at the end of 2005 strong concerns about a possible “bird flu pandemic” arose, he became “an outspoken opponent of migratory birds”. Speaking to Parliament, Cheung said that "every person should be given a weapon and if we see a migratory bird we can just shoot it, making Hong Kong a much safer place". “In other countries where avian flu outbreaks occur, most are not caused by chickens. [...] They are caused by migratory birds. ”With his speech Cheung defended the chicken industry represented in Hong Kong.

After Cheung proposed a minimum wage of HK $ 20 an hour (approx. 1.91 ) on March 20, 2010 , he was insulted and mocked by some people with the nickname “$ 20 Cheung”.

Chairman of the Liberal Party

Cheung was elected as the new leader of the Liberal Party following the election of the Legislative Council in 2016. After the election he was appointed to the Executive Council by Leung Chun-ying , who was a head of government in the Special Administrative Region. He was reappointed to this post on July 1, 2017, this time by Carrie Lam .

When it was introduced into the Employment Regulations in 2015, Cheung voted against paternity leave. In 2018, he rejected the Hong Kong government's proposal to increase statutory paternity leave from three to five days, arguing that entitlement to these benefits should not even exist as the demand for more "would never end." Cheung also said that “there was no statutory paternity leave in the 1980s, but many companies allowed 'white days' for funerals and 'red days' for births or weddings without the need for 'inflexible' labor laws that the companies had forced to do it. ”Cheung's remarks met with a lot of criticism. Another executive councilor, New People's Party leader Regina Ip , agreed that members should avoid public criticism of the government.
