Window gazer (Japan)

Window viewers ( Japanese 窓 際 族 madogiwa zoku ) are employees in Japanese working life who cannot be dismissed for life due to their contractual employment and for whom there is no longer any task. This can also affect employees who are not eligible for a promotion and for whom, for example, younger colleagues take on the previous tasks. Window viewers are designed to spend their time at work literally “looking out of the window”.

Window-gazers are entrusted with pseudo-tasks, sent on vacation with a reduced salary, subcontracted or they are offered early retirement .

Other expressions for this situation are “in-house unemployment” ( 企業 内 失業 kigyōnai shitsugyō ) or “ghost workforce” ( 幽 霊 社員 yūrei shain ).
