The Saarpfalz telecommunication train is a management unit of the Saarpfalz district with responsibility throughout the Saarland. It creates additional communication connections, replaces failed connections, plans and operates them. It is mainly used to deal with large areas of damage. If necessary, he supports the technical operations management team with communication elements and is also able to set up a semi-stationary command post for operations with staff management.

The Saarpfalz telecommunication train is the last management unit in the information and communication (ICT) area in Saarland.

history

Emerging from the Air Protection Aid Service (LSHD), after its dissolution in 1968, the unit was transferred as a management unit to the Extended Disaster Management.

In the 1990s, the federal government withdrew from financing the telecommunications service. The Saarland and Saarpfalz district recognized early on the need to keep the telecommunications train for information and communication in the event of danger or disaster. The personal commitment of the train driver and ARKAT state chairman Berdy Schuck also made a significant contribution to the continued existence of the train .

Schuck died in 2011. Patrick Hans took over the management of the train together with the deputy train driver Christian Müller since 1997.

The telecommunication train is now performing its duties in accordance with the ordinance on the organization of disaster control in Saarland of October 13, 2014.

Legal basis

In § 10 of the ordinance on the organization of disaster control in Saarland of October 13, 2014 it says:

  2. The telecommunications train is mainly used to deal with large-scale damage. It establishes the additional communication connections required, replaces failed communication connections and operates them. If necessary, he supports the technical operations management team (§ 13) with communication elements and is also able to set up a semi-stationary command post for operations with staff management.
  3. The telecommunications train is run as a management unit in accordance with Section 18 Paragraph 3 Clause 2 of the Law on Fire Protection, Technical Assistance and Disaster Control in Saarland. The carrier of the telecommunication train is the Saarpfalz district as the lower disaster control authority.
  4. The vehicle equipment financed by the state for the telecommunications train consists of a command vehicle with appropriate telecommunications equipment, an equipment vehicle for information and communication technology and a multi-purpose vehicle.
