The association of the working groups of helpers in the management units and facilities of the disaster control in the Federal Republic of Germany e. V. (ARKAT) is a central organization of the German civil protection . He represents the management units , i.e. the disaster control units directly sponsored by the rural districts , independent cities and states , and the emergency services involved in the management units.

tasks

Statutory tasks include advising on legislation in the area of ​​civil protection, promoting training and cooperation between the emergency services, and public relations work for the management units.

organization

ARKAT consists of a federal association (ARKAT-Bund) and several regional associations in individual federal states. Initially, personal membership was only possible in one regional association. The state associations were members of the federal association. The seat is in Bonn , the office is in Braunschweig .

Direct membership in the federal association has been possible since 2016, so that people and organizations from countries in which no regional association exists can also join ARKAT. Country representatives have been set up in the federal states.

Klaus-Dieter Kühn has been the chairman since 1988 .

history

State associations representing the interests of the management units were founded in the 1970s to 1990s, the first in Baden-Württemberg in 1974. The ARKAT Federal Association was set up in 1985 as an umbrella organization for the state associations. In the law on the expansion of disaster control of 1990, it was recognized as the central organization for disaster control. ARKAT accompanied the reorganization of disaster control in the mid-1990s by organizing specialist conferences.

Regional associations exist or have existed in Baden-Württemberg, Bavaria, Brandenburg, Lower Saxony, North Rhine-Westphalia, Rhineland-Palatinate, Saarland and Schleswig-Holstein.

In the quarterly magazine Civil Protection of the Federal Office for Civil Protection and Disaster Relief , the club presents their own work as well as its members. A representative of ARKAT is a member of the jury for the Helfende Hand award from the Federal Office for Civil Protection and Disaster Aid.
