French development cooperation
The term co-development in the context of development aid was first used in France in the mid-1990s. In 2006, Nicolas Sarkozy made a new attempt to operate development aid in the sense of co-development. The focus was on the proposal to give immigrants tax relief if they invest their earnings in their home country. Last but not least, the proposal has to be seen against the background of the great immigration pressure on Europe.
