Addressing those at risk
The informational discussion with potentially endangered persons, which may include measures to protect people and property, is referred to as addressing the endangered. The police authorities can speak to people at risk if they have an indication of the threat of crime (including sexual offenders or intercultural conflict situations) or intelligence activities.
The term became known in 2017 in connection with the espionage activities of the Turkish secret service Millî İstihbarat Teşkilâtı (MIT) in Germany. By addressing those at risk, German security authorities warned fellow citizens of Turkish origin against possible surveillance and negative consequences should those affected enter Turkish territory.
