General tenants were originally called the main tenants of customs duties , monopolies and other taxes , who in turn usually transferred their rights to sub-tenants. However, this facility was abolished in Germany as early as 1790. It only persisted in domain administration .

The tax lease system , the Ferme générale , acquired particular importance in the Kingdom of France before 1790.
