Closed execution
All prisoners who are not suitable for open execution will be accommodated in the closed execution in accordance with Section 10 (2) of the Prison Act . According to the usual practice in Germany, offenders who have committed a recidivism and who are at risk of fleeing or recurring are placed in specially secured prisons that are structurally separated from the outside world. Outside contact, with the exception of vacation and going out for suitable prisoners, is limited to supervised visits by relatives in the institution and to likewise supervised correspondence.
In closed prisons are detention facilities of the passengers off and only at certain times, called digestion , opened. The closed execution differs from the open execution in particular in that in the closed execution precautions are taken to prevent escape .
statistics
As of March 31, 2013, of the 56,641 prisoners in Germany, 47,374 (83.64%) were in closed and 9,267 (16.36%) in open prison.
