The Uruguayan Law No. 14,040 of October 20, 1971 regulates an improvement of the national monument protection through the creation of the Comisión del Patrimonio Histórico, Artítsico y Cultural de la Nación . Your task is to propose the Monumentos Históricos to be placed under monument protection and to plan the necessary acquisition of the land and its financing. The commission serves as an advisory body to the relevant government agencies.

Article 5 of the law defines which buildings are to be classified as Monumentos Históricos . On the one hand, these should be those buildings that are closely connected to Uruguayan history or are related to nationally particularly representative cultural epochs and these formative people.

Structural changes are prohibited if the overall impression of these buildings is changed, as well as uses contrary to the meaning and purpose of the law. The law contains a maintenance and repair obligation with state participation up to half of the costs. At the same time, Article 12 stipulates that the state is entitled to monitor the measures and, if necessary , can buy or expropriate the property .
