The earlier Groundwater Ordinance (Ordinance for the implementation of Council Directive 80/68 / EEC of December 17, 1979 on the protection of groundwater against pollution by certain dangerous substances) serves to implement the EEC Groundwater Directive of 1979 ( OJ EC No. L 20 , P. 43) and thus the protection of the groundwater against pollution by certain dangerous substances.

In the meantime, there is Directive 2006/118 / EC of the European Parliament and of the Council of December 12, 2006 on the protection of groundwater against pollution and deterioration (GWRL), which came into force on January 16, 2007. It is a subsidiary directive of the Water Framework Directive (WFD).

This Groundwater Directive should have been implemented into German law within two years; this was delayed, among other things, by the failure of the environmental code , in which a separate water book was planned. The Water Resources Act of July 31, 2009 implemented parts of the directive.

On November 16, 2010, the amendment to the Groundwater Ordinance (GrwV) came into force.
