Harmonic and Individual Lines and Noise

Harmonic and Individual Lines and Noise (HILN) is a parametric audio codec . It aims at bit rates of 6 to 16 kilobits per second at 4 to 8 k Hz sampling rate and a frame length of 32 ms.

Each frame of the bit stream contains parameters for 32 ms and the frames overlap up to half of the neighboring frames.
