Main staff council

The main staff council (HPR) represents the highest interest representation for staff in the public service . It is mostly located at the ministerial level and deals with national or state-wide interests of the staff.

Outside of the ministerial structures, however, there are also HPRs at other public institutions in the federal states and at the federal level, for example at the Federal Employment Agency, the Deutsche Bundesbank and the German Federal Pension Insurance. The HPR of the Federal Employment Agency z. B. has its headquarters in Nuremberg. A distinction must be made between the local staff council of a ministry or a supreme state authority. Since ministries themselves also represent departments, a local staff council must also be formed at these. This participates in or determines the ministry's personnel measures that affect its own employees. The main staff council is not involved in personnel matters relating to the employees of the ministry.

Election of the main staff council

If there are several nominations - which is usually the case - the main staff councils are elected according to the principle of proportional representation (list election). After the election results have been determined, a committee of employees and civil servants is established, the size and composition of which is specified in the relevant employee representation laws. The main severely handicapped representative and the main youth and trainee representative (HJAV), who have the right to participate in the consultations of the HPR, are elected in separate elections by the respective groups of people to be represented. At the moment there is a working group (AG) HPR supreme federal authorities in parallel, but regardless of the independence of the individual HPR. A counterpart to the AG HPR also exists in the main youth and trainee representatives of the highest federal authorities.

Main youth and trainee representative (federal government)

The HJAV (at federal level) is elected in accordance with the provisions of the Federal Personnel Representation Act (BPersVG) and the electoral regulations issued for it. The responsible main staff council appoints an electoral board for the election of the HJAV. The election takes place predominantly according to the principle of proportional representation (list election), whereby all employees vote who have not yet reached the age of 26 and are in training. The size of the committee is limited to a maximum of 15 by the BPersVG. As an example of this, the HJAV provides a 15-person body at the Federal Ministry of Defense (BMVg) with around 5500 voters. At the same time, the HJAV at the BMVg is the body with the most trainees or candidates in the subordinate area among the highest federal authorities. Claudio Steffes-tun (ver.di) is currently chairman of the HJAV at the BMVg.

Main youth and trainee representation (in Lower Saxony)

The HJAV is not elected (in Lower Saxony) directly by the trainees in the business area, but indirectly through a constituent assembly of all youth and trainee representatives elected in the ministry's business area. From this meeting a HJAV board and a HJAV chair emerge. This board of directors is entitled to take part in the meetings of the main staff council in an advisory capacity and with voting rights in relation to training matters.
