The Heidelberg Center Latin America (HCLA) in Santiago de Chile was opened on April 9, 2002 as a postgraduate center of the University of Heidelberg and is the first graduate center of a German university outside the country's borders. In 2009 it was named a center of excellence in research and teaching by the German Academic Exchange Service (DAAD) after it emerged victorious from a competition of the German Foreign Office as one of four scientific institutions worldwide.

The facility acts as a platform for scientific and academic exchange with Latin America. It has the task of organizing, marketing and supervising courses that are carried out independently by Heidelberg University or jointly with universities in the region. For example, the HCLA works closely with the two most important Chilean universities, the Universidad de Chile and the Pontificia Universidad Católica de Chile, as well as with universities in Argentina, Brazil, Colombia, Mexico, Paraguay and the USA. The Heidelberg Center also cooperates with research institutions such as the German Cancer Research Center (DKFZ), the European Southern Observatory (ESO), the Max Planck Institute for Comparative Public Law and International Law and the Economic Commission for Latin America and the Caribbean (ECLAC).

The facility focuses on six core disciplines: the original focus areas of law and psychotherapy were expanded to include astronomy , geosciences , medical informatics and medical physics when it was expanded into a center of excellence . Following this technical focus, the HCLA develops and organizes doctoral programs, master’s courses, advanced training seminars, summer schools and certificate courses. German courses at different levels complete the range of courses.

With this initiative, Heidelberg University is pursuing the goal of communicating German research results and teaching content in Latin America and promoting scientific cooperation between Germany and Latin America. In order to meet these requirements, the center is financially supported in the early years by the Ministry of Science, Research and Art Baden-Württemberg, the University of Heidelberg and the German Academic Exchange Service (DAAD).
