Het Oplage Instituut (HOI - Das Umlaufinistitut ) is a Dutch institution for determining media circulation figures . Half of the management consists of people from the respective advertisers' and advertising agency associations, the other half from the media sector. HOI provides all those who want to place advertisements in the media affiliated with the institute with checked circulation figures for the performance control of advertising media . It thus corresponds to the German IVW .

HOI was founded in March 1998. Magazines were initially included, and the country's major newspapers later joined the institute. In the meantime, around 750 media provide their circulation data via the HOI. The number of copies issued is based on the underlying criteria, so it is possible to issue the paid or distributed circulation, as well as a number for the entire year or for a single quarter. Not only print editions are recorded, but also digital media such as e-newspapers , both are listed separately.

The data of the HOI can be called up online free of charge after registration.
