Himachal Vikas Congress

Himachal Vikas Congress ( HVC , "Himachal Progress Congress") was a regional party existing between 1997 and 2004 in the Indian state of Himachal Pradesh .

The party emerged in 1997 as a regional split from the Congress Party . In 1997, the year it was founded, the Congress party found itself in a severe leadership crisis and the 78-year-old party president Sitaram Kesri was barely able to stop the centrifugal tendencies on the fringes of the party and in individual states.

The party was founded by Sukh Ram , former Minister of Telecommunications in Prime Minister Rao's cabinet . On August 16, 1996, his office was searched by special units of the Central Bureau of Investigation (CBI), the Indian Federal Police, who seized large amounts of cash (1.16 crore rupees ), distributed in various bags and suitcases. As a result, Sukh Ram was charged with corruption and, after a long trial, 15 years later, in 2011, he was finally sentenced to five years imprisonment and a fine for accepting bribes. The immediate consequence was that Ram was expelled from the Congress Party in 1997. Thereupon he gathered his followers in the native state of Himachal Pradesh, most of them from the Congress Party, and founded a new party, Himachal Vikas Congress. In the regional election for the parliament of Himachal Pradesh on March 3, 1998, the HVC won five of the 68 seats in the state parliament and then formed a coalition government with the BJP . In the all-India parliamentary election in September / October 1999, the HVC won one of the four constituencies (Simla) of Himachal Pradesh. In the 2003 election to the parliament of Himachal Pradesh, the party won only one seat. On April 12, 2004, shortly before the all-India parliamentary election , Sukh Ram announced that his party would be rejoined in the Congress Party.
