Illicit

Illicit ( adverb , lat. Licet = it is allowed, illicitus = forbidden, inadmissible) is behavior that, in contrast to an illegal act, does not violate a law , but is at least ethically problematic and moves in a “legal gray area”. Illicit actions therefore take place covertly or in secret, in order to avoid unnecessary attention, which could lead to a formal ban.

Illicit goods can usually be found on so-called gray markets , while illegal goods are traded on black markets .

The term is mainly used in connection with the (international) spread of small arms .
